Tulcea County poised to become Romanian - Ukrainian integrated transport hub serving local communities
Tulcea County could become a Romanian-Ukrainian integrated transport hub, combining river, rail, road and air links, concluded participants in the Blue Economy Experts' Forum hosted this week in Tulcea. The event aimed to strengthen cooperation between researchers and Delta communities amid multiple regional challenges. Private investors, state authorities, Romanian and foreign researchers and NGOs presented projects addressing the needs of the Danube Delta Biosphere Reserve. Among them was Yuriy Dimchoglo, owner of the Orlivka port in Ukraine's Odesa region, who outlined plans to double the port's activity. 'We are negotiating with our Romanian partner Navrom SA to have two mooring pontoons on both banks of the Danube. We are also an eco-terminal - last year we began an energy-efficiency project, installing 170 kW of solar panels, with plans to reach 500 kW next year. We are optimistic; even if Russian drones hit them, they can be easily replaced,' Dimchoglo said. The port also plans an industrial park, and Professor Delia Dimitriu, board member of the Danube Delta Decarbonisation Association and EU Commission expert, emphasized the strategic value of the Lower Danube Euroregion. 'Many mooring points in the Delta were built with our own funds, although legally we cannot develop such infrastructure. We need proper facilities, legislative harmonisation and a communication channel with Ukraine. On the Chilia branch we could also serve communities on the left bank,' said Navrom Delta SA representative Tudorel Ivana. Forum discussions covered fisheries, renewable resources, eco-tourism and transport, with participants stressing the need to integrate these sectors for the benefit of local communities. 'Our goal is to give back jobs to the community through research, implementation and innovation. About ten to fifteen years ago the Delta had around 6,000 residents; now there are fewer than 1,000. People here act sustainably and love their home. With the blue-economy model, we can move forward with mature solutions,' Delia Dimitriu said. On decarbonisation, she pointed to the DaWetRest project, which studies reed as a carbon-storage resource and aims to develop economic models with local communities. She also noted the need for better data collection in areas such as Chilia Veche, where monitoring is minimal. SME representatives raised concerns about EU-funding procedures, citing excessive caution from public institutions and delays caused by audits. Researchers from the Danube Delta National Research and Development Institute (INCDDD) also mentioned difficulties in accessing funds for ecological restoration. 'If we leave the Delta as it is, water, matter and energy flows will collapse, and biodiversity with them. We must ensure circulation and promote this in the next financial framework,' said INCDDD scientific director Iulian Nichersu. The 2026 Ia Day will be celebrated in Lisbon on Saturday, June 20, through music, dance and Romanian folk traditions, the Embassy of Romania in Portugal announced on Thursday. Lisbon will once again dress in festive traditional Romanian attire for a special open-air show dedicated to the 'ia', Romania's traditional blouse. 'The Transylvanian Princes' Palace Cultural Centre announces the first participation of the Transylvanian Princes' Palace Publishing House in the 17th edition of the 'Alba Transilvana' c'Arte Fair, taking place on 19-21 June 2026 on Museum Street in Alba Iulia. The evolution of ROBOR is consistent with the monetary policy framework and inflation, the main economic benchmarks influencing money market interest rates, according to Csaba Balint, a member of the Board of the National Bank of Romania (BNR), in an article published on Thursday on the BNR Opinii blog. 'ROBOR may seem favourable or unfavourable, too high or too low, depending on the perspective. But if it is analysed through the two fundamental benchmarks discussed here - the monetary policy framework and inflation - its evolution appears consistent with comparable interbank rates in the region,' Balint wrote in the article entitled 'ROBOR between public debate and economic benchmarks'. According to him, 'money market interest rates - and ROBOR in particular - can be viewed from several perspectives.' 'Borrowers see them mainly through their monthly repayments. Banks view them as a funding cost. Lawyers focus on the regulatory framework. Policymakers consider their social impact. These are just a few possible perspectives, but each is legitimate and important,' Balint added. In an intense public debate, differing perspectives can easily generate impressions, emotions and labels, the BNR official noted. 'ROBOR may therefore be perceived as too high or too low, sometimes even as favourable or unfavourable. But such labels say more about how ROBOR is experienced than about the economic factors it is supposed to reflect. Above all, ROBOR remains a money market indicator. The key economic question is one of consistency: to what extent does it reflect the fundamental economic benchmarks? If we step back and return to the basic logic found in economics textbooks and courses, the question becomes clearer,' he wrote. In his view, a money market interest rate cannot be analysed in isolation, as 'it largely reflects the cost of money'. 'This cost depends on many economic principles, market mechanisms and practical conditions - from expectations, liquidity and risk to the broader financial context. But at the level of the most basic economic benchmarks, two elements appear essential: the monetary policy framework and inflation. The first benchmark is the monetary policy framework. In a market economy, interbank interest rates must respond to the direction of monetary policy,' Balint said. Otherwise, monetary policy would not be properly transmitted throughout the economy. In simple terms, interbank rates should generally remain close to the interest rates set by the central bank, he added. 'If we look at average levels during the period Q4 2018 - -Q4 2025 (for which IRCC data are also available), the first important observation is that all ROBOR and ROBID rates remained within the monetary policy corridor. Interestingly, the simple average of these rates is almost identical to the policy rate (4.22% versus 4.26%). There is also a slight upward slope in rates as maturities increase. Such a slope may have several explanations. The simplest is the term premium: a longer maturity may include a premium, just as longer-term deposits are generally rewarded with higher interest rates,' Balint explained. According to him, the IRCC benchmark is also 'aligned with interest rates on the short-term segment of the market'. The Danube is not a mere river, but a strategic highway that can redefine the connectivity between the Black Sea and Central Europe, said Chairman of the Chamber of Commerce and Industry of Romania (CCIR) Mihai Daraban at the 5th edition of the Maritime Business Week, organised on Thursday in Constanta. 'Not all EU member states treat the Danube as a strategic asset. There are countries that declare it a protected area for less clear reasons. The European response could be a unitary company, with the participation of all riparian countries as shareholders, managing the river transport infrastructure and learning from successful models, such as the Port of Duisburg. The Danube is not a mere river. It is a strategic highway that can redefine connectivity between the Black Sea and Central Europe. We must understand that Romania and our region cannot rely exclusively on energy flows from the West. All interconnections, gas, electricity, are interrupted somewhere in Austria. That is why our priority is to manage the opportunities of this region ourselves. Turkey, Georgia, Azerbaijan, Kazakhstan are natural logistical and energy partners, and the Black Sea corridor must be strengthened with the instruments that we can control,' Daraban is quoted as saying in a CCIR press release. In his turn, Vice-President of the European Parliament Victor Negrescu, said: 'I have strongly supported the establishment of a European maritime security hub in Constanta. PIPAC cancer therapy carried out in national first at 'Prof. Dr. Dimitrie Gerota' Hospital
A medical first for Romania's public health system was recorded on Wednesday at the 'Prof. Dr. Dimitrie Gerota' Emergency Clinical Hospital, where doctors performed pressurized intraperitoneal aerosol chemotherapy (PIPAC) - a modern, minimally invasive technique used to treat patients with advanced oncological disease involving the peritoneum. The procedures were carried out by a multidisciplinary team coordinated by Prof. Adrian Bartos, senior general surgeon, and Dr. Rares Munteanu, senior general surgeon, together with the anaesthesia and intensive-care team led by Dr. Alida Moise, senior anaesthesiologist and director of the hospital, the Interior Ministry said in a statement. This innovative therapy was performed on two female patients, aged 50 and 73. The interventions were completed successfully and under maximum safety conditions, the Ministry said. The maritime tanker 'Lilstella', sailing under the Hong Kong flag, is an asphalt-bitumen carrier measuring 109.9 metres in length and 20 metres in beam, according to marinetraffic.com. 'So far, no material damage or signs of pollution have been reported. The navigable fairway is partially obstructed for maritime traffic, and temporary restrictions have been imposed until the vessel is refloated,' spokesperson for the Romanian Naval Authority Cristina Puscasu told AGERPRES.
